Policy Analyst (01117)

The Policy Analyst serves as a part of the team reporting to an Associate Vice Chancellor, who in turn provides professional counsel and support to the Vice Chancellor for Academic and Student Affairs (ASA), the Chancellor, and the Board of Governors regarding a wide range higher education issues.

The Policy Analyst provides support for system-level oversight, planning, and accountability, Board initiatives, matters related to academic degree program coordination and approval, and other assigned policy issues and program areas. The Policy Analyst conducts relevant policy research and analysis and provides ongoing oversight of assigned policy issues and program areas as needed. The Policy Analyst is responsible for compiling, analyzing, and synthesizing information on various projects in a concise format, both written and visual, that effectively communicates the information to leadership and the general public. The Policy Analyst executes project work plans and revises plans, as appropriate, to meet changing needs and requirements; helps teams execute plans; and creates high-level deliverables in assigned areas. The Policy Analyst works both individually and as a member of a team to complete various assignments.

 

Responsibilities, duties, and activities may include but are not limited to the following.

  • Provide support to the Board's initiatives in a variety of policy areas
  • Provide support on matters related to academic degree program coordination and approval
  • Provide direct support for Board Committees by preparing meeting agendas, agenda items, supporting documents, presentations, reports, minutes, and other materials and background information as assigned
  • Develop appropriate materials, reports, analyses, and other documents related to various issues based on a variety of sources
  • Derive implications and conclusions from research and writes research and policy reports that communicate well to a variety of audiences
  • Conduct academic and student affairs policy analyses, including reviewing legislative bills, administrative regulations, guidelines for standard practice, and special reports
  • Participate in short- and long-term special projects in support of the System's Strategic Plan and other Board priorities
  • Work individually or in teams to conduct research, develop policies, and carry out other assignments
  • Manage various databases and inventories associated with the unit
  • Travel in-state as needed, with infrequent out-of-state travel, to carry out responsibilities
  • Perform other duties, as assigned, by the Associate Vice Chancellor, the Vice Chancellor for Academic and Student Affairs, or the Chancellor

Minimum Qualifications:

  • Bachelor's degree or higher
  • Experience at a college or university, a state- or system-level higher education office, or a higher education policy organization, or experience of other relevant experience conducting policy research or program evaluation
  • Demonstrated ability to understand and analyze qualitative and quantitative data addressing higher education policies and issues
  • Demonstrated ability to effectively communicate technical information via written reports, presentations, and other materials suitable for a board, legislative, or lay audience
  • Demonstrated ability to work independently, as well as collaboratively
  • Demonstrated ability to work on multiple projects simultaneously and to meet deadlines in a fast-paced environment

Preferred Requirements

  • In-depth understanding of higher education policy issues, including articulation policies and academic programs

Hiring Range
Salary range $50,000 - $55,000, based on qualifications and experience.
